Quality and Safety

It is imperative that the quality and safety of all services is maintained and to ensure staff with local and national experience are drawn upon to work with the CCG.

Under the Health and Social Care Act, CCGs are required to undertake full functions, whilst ensuring continuous improvements in the quality of health services and outcomes. The CCG is therefore ensuring that members have the support, skills and knowledge to do this effectively. Part of this work includes engaging with stakeholders and evidencing that the CCG is accountable for its decisions.

Good governance and monitoring gives confidence to users and supports clinicians in making informed, transparent decisions for the local population’s healthcare.

 

The NHS Care Record Guarantee

The NHS Care Record Guarantee for England sets out the rules that govern how patient information is used in the NHS and what control the patient can have over this. It covers people's access to their own records; controls on others' access; how access will be monitored and policed; options people have to further limit access; access in an emergency; and what happens when someone cannot make decisions for themselves.

Everyone who works for the NHS or for organisations delivering services under contract to the NHS has to comply with this guarantee, which was first published in 2005. The guarantee was reviewed by the National Information Governance Board (NIGB) before the NIGB's functions were transferred to the Care Quality Commission's National Information Governance Committee. The committee was in turn stood down in July 2015, when a report of its findings was presented to the CQC board.

 

Fraud in the NHS

We fully support the aims of NHS Protect in combating fraud and corruption committed against the NHS, in order to help maximise the resources which can be used for patient care. We regularly review our strategies so that we can reduce our exposure to fraudulent and corrupt activity. This includes meeting our obligations to appoint a Local Counter Fraud Specialist (LCFS) who is a qualified criminal investigator. The LCFS works with staff throughout the organisation to introduce anti-fraud measures and to investigate legitimate concerns.
